Today, Michael E. Horowitz, Acting Chair of the Pandemic Response Accountability Committee (PRAC), announced the release of the PRAC’s Strategic Plan for 2020 through 2025.
The strategic plan defines the mission, vision, and values for the PRAC.

The plan also identifies four goals to carry out PRAC’s mission and vision:
- Prevent and detect fraud, waste, abuse, and mismanagement
- Promote transparency
- Promote coordinated, comprehensive oversight
- Ensure effective and efficient PRAC operations
“By leveraging partnerships, practicing these values, and achieving these goals, the PRAC will fulfill its mission to ensure that coronavirus relief and recovery funds intended to mitigate the economic, social, and health impacts of the coronavirus pandemic are awarded and used appropriately,” said Mr. Horowitz.

The PRAC was established by the CARES Act to promote transparency and support independent oversight of the funds provided by the CARES Act and other related emergency spending bills. In addition to its coordination and oversight responsibilities, the PRAC is tasked with supporting efforts to “prevent and detect fraud, waste, abuse, and mismanagement [and] mitigate major risks that cut across program and agency boundaries.”
