BOSTON – A Wenham man pleaded guilty today in connection with a scheme to obtain Paycheck Protection Program funds made available under the Coronavirus Aid, Relief, and Economic Security (CARES) Act by submitting false applications.

This audit focuses on information and recommendations we can provide to improve the Oregon Employment Department's (OED) unemployment insurance system ahead of future surges in unemployment, similar to the COVID-19 pandemic. We have found that OED has made progress addressing some of the most public concerns, such as the inability of its phone-based system to handle the spike in claims that occurred in March 2020. Additionally, Oregon fared comparatively well in terms of fraud within their unemployment insurance program.

This investigative audit was performed in accordance with Louisiana Revised Statutes 24:513, et seq. to determine the validity of complaints we received. The procedures we performed primarily consisted of making inquiries and examining selected financial records and other documents and do not constitute an examination or review in accordance with generally accepted auditing or attestation standards. We reviewed the actions FSIS took relating to COVID-19 to ensure the continuation of inspection operations at meat and poultry slaughter and processing establishments, including to ensure the health and safety of FSIS inspectors and how FSIS spent the $33 million in CARES Act funding.
