A federal grand jury has returned a superseding indictment adding two new defendants to the nine defendants previously charged in relation to a Maryland and California unemployment insurance scheme. The superseding indictment charges the defendants with conspiracy to commit wire fraud, wire fraud, aggravated identity theft, and stealing a post office key. The superseding indictment was returned on November 30, 2022.

We provided unmodified audit opinions on the State of Wisconsin’s FY 2021-22 financial statements. These financial statements are included in the State’s Annual Comprehensive Financial Report. We reported seven significant deficiencies in internal control over financial reporting, and we made 24 recommendations to state agencies. We also reviewed certain aspects of the federal funding the State received for the public health emergency, and we included in our report certain other matters of interest related to the State’s activities in FY 2021-22.

As requested by the Joint Legislative Audit Committee, we have completed a limited-scope review of how the Department of Administration (DOA) used supplemental federal funds provided in response to the public health emergency. DOA paid $2.2 billion to other state agencies and spent $1.5 billion on its own programs. As of June 30, 2022, $1.8 billion in discretionary funds were remaining. In December 2022, DOA indicated it had plans for using most of these funds.

Jacksonville, Florida – United States Attorney Roger B. Handberg announces that Jacob Deandre Byrd (20, Lake City) has pleaded guilty to wire fraud involving COVID Relief Fraud through the Paycheck Protection Program. Byrd faces up to 20 years in federal prison and payment of restitution to the United States government. Byrd has agreed to forfeit $20,833, representing the proceeds of the offense.

A downtown Los Angeles man was found guilty today by a jury of federal criminal charges for fraudulently obtaining more than $150,000 – and attempted to obtain an additional $1.85 million – in COVID-relief loans for several companies he claimed to own and operate.

The owner of several Inland Empire-based trucking companies was sentenced today to 120 months in federal prison for ordering the illegal repair of a tanker that resulted in an explosion and the death of one his employees – the second time one of his welders was killed.
