We have audited the financial statements of the governmental activities, the business-type activities, the aggregate discretely presented component units, each major fund, and the aggregate remaining fund information of the Commonwealth of Kentucky as of and for the fiscal year ended June 30, 2021, and the related notes to the financial statements, which collectively comprise the Commonwealth of Kentucky’s basic financial statements. Nine findings relate to issues identified by auditors with Kentucky’s Office of Unemployment Insurance and the Unemployment Insurance system.

Report on Internal Control and on Compliance Year Ended June 30, 2020

Based on our audit of the State’s Comprehensive Annual Financial Report, we reported internal control weaknesses and instances of noncompliance over financial reporting. For example, the Department of Economic Security did not put all critical identity-verification or other anti-fraud measures in place before paying federal CARES Act unemployment insurance benefits and reported it paid over $4 billion in fraudulent identity theft unemployment insurance benefits claims through September 4, 2021, when the benefits ended.

To answer this question, we spoke with officials from the Kansas Department of Labor (KDOL) and reviewed KDOL staffing, incident, and call center reports.
